If you put this in after the update then the update will occur and the user will be redirect to the page specified in the update. If you would like for the update to occur first then you can have this code below the update code. You just need to edit your update and remove the redirect specified in that server behavior.
In the testing page that I created based on the form that you posted I do not get the same result as you. I'm including the testing pages that I used to get the if statement in order, please check this out and let us know if this is not the result you are looking for.
In the test page, redirect_if.php if you select yes to any of the radio options you will be redirect to page one.php, only if they are all set to no will you get to page two.php.
