Did you alter the cart page after using the checkout wizard? If so then you will may need to create a new cart display for your confirm page.
To test that you can create a new blank page and add an eCart display manager to the page then upload this page to the testing server. Add some items to you cart then go to the confirm page, once you get to the confirm page browse to your new test file. You should see the values in the cart the same as you did when you were checking out. If the values are not there it indicates that your session variables that are holding the values the rules are based on have been changed and no longer hold the values.
If you do see the values it indicates that your cart display on the confirm page needs to be updated to have the row for the shipping charges. You could try to cut and paste it from your test display page. I think this would be best because it is not a regular cart display on this page that you can just replace.
