How do I change shipping and tax for international customers

I think I am missing step 3. I am really not sure though. I built the recordset on the confirm2.php. Should it go there? Or should it be on the checkout page.

When I run the test in the interface for the recordset, it returns all European Union countries (those with the value 1 in the column is_European).

Now I am not sure, how to store the value in a session variable. Did I already do that with the recordsset? Or is an extra step required?

The if statement, I coudn't believe it, but I had come up with the same one (after extensive reading online).

Just to be on the safe side, this is what the recordset looks like:

I tried the recordset on both the confirm2 and the checkout page, I also tried the if statement on both pages, but it would not redirect to confirm.php, if shipping_country was European. Like you can see, I don't really know, what I am doing.
