File Download Center

I am trying to find an easy way to setup a Download Center page that will allow unregistered user to download pdf files. I currently just have links pointing to the files, but figured since I have DFP available to me that I could take advantage of the features such as tracking downloads and such. I also like the idea of making the files unlinkable from the internet and require the visitor to actually come to the page and download the files.

I went through the documentation linked up to e-cart on how to create a Download Center, but don't really want to get that detailed as there is no charge for the files and most.
