failed to connect to mailserver

I tried following another thread that had this problem but I couldn't make it work. This is what I get.

Warning: mail() [function.mail]: Failed to connect to mailserver at "mail.accessmultibids.com" port 25, verify your "SMTP" and "smtp_port" setting in php.ini or use ini_set() in C:\wamp\www\Access Multi Bids\WA_Universal_Email\mail_PHP.php on line 260
I tried leaving the smtp blank & it didn't work. This is what I have in the php ini.

[mail function]
; For Win32 only.
SMTP = mail.accessmultibids.com
smtp_port = 25

; For Win32 only.
sendmail_from = support@accessmultibids.com

My host says there is nothing wrong with my host side. This is the same problem I'm having with eCart but this time I tried to use UE without going through eCart to see if that made a difference and it didn't.
