What is the version of UE that you have installed and what version of DW are you working with? Also what is the version of eCart you have installed? Have you used Universal Email in this site anywhere? If not you should create a new page and try applying Universal Email to the page. Please post back and let us know this info along with the OS you are working with and any other details that you can come up with.
