Delivery costs

I've built an eCart store for a client, but they have a very awkward delivery price structure that I am not sure how to implement.

Firstly they have a minimum charge for up to 10kg, then it is 28p/kg up to 100kg, then 40p/kg after that!!

The client also needs the ability to change these values regularly.

I'm assuming I need to create a delivery table (?) but I'm not sure how to make the calculations in eCart.
