Why not simply remove the behaviour. I have not encountered a single instance of it being useful anyways.

You cannot cut and paste a passage that includes "" marks in it because they invariably are not recognized and you must manually change each instance whether you are using HTMLEditor or not.

This behaviour messes up every image, every link and every inline style you try to apply with HTML Editor unless the default code is altered.

This is never an issue for me
