I have that basic access. I just need help making the database for my needs listed in the previous e-mails. Where do I start and what videos on your site will explain how to configure the database. I get connected in Dreamweaver and it says I have no table on my database.

It appears that you haven't actually created a table yet... :(

Please refer back to post # 6 in this thread that has the 5 screenshots collage.
(I didn't really intend for it to be a collage, it just happened that way)

You'll see the shot of cPanel related to MySQL database.
You'll see creating a database, creating a user, then you MUST give the user ALL access rights to the newly created database.
Then you'll see that you need to go into PhPMyAdmin.
Inside there you'll want to open your database and CREATE a new table.
You'll want to add data fields to your new table.

rec_id INT(10) Auto-Increment (Primary Index)
filename VARCHAR(255)

All of this must be accomplished BEFORE you move on to using a WebAssist Extension.
