PowerStore is an Shopping Cart software and yet, the question is not being answer. Im not asking if eCart is compliant. I am asking is PowerStore compliant.

PowerStore was built with eCart. eCart is the cart part of the solution that has to pass the checks. Even if the non-cart pages had to pass the tests, as soon as you changed anything it would no longer be valid. Your site would look just like the demo site. What you are asking makes no sense.

Think about it. If all you had to do was slap a complaint cart on a web server, why do they have to run quarterly checks? If it's just a simple yes or no answer, why do security companies charge $300 a year to give you the "yes" answer you demand?
