Several sites hacked - can I use newer version of PHP now?

Miracles do happen! I actually got it to work this time. I tried at least 6 times and twice after I removed several rows. 3rd times the charm, I guess.
I only have a few running on old system yet. Will try again when I have all the others in order.

I've noticed I'm getting a lot of weird characters in the text with the new system. Is that something that has been reported?
Mostly it's a dash replaced with some weird AE characters. I have to check every page and fix these errors as I do each upgrade. At first I thought my town/village clerks were doing this but then realized the pages didn't look like that before I upgraded them.

I've also lost users on most sites. My clerk's logins are gone in most cases.

For future reference, had I gotten the upgrade notice when it first came out, would this have been a much simpler fix? Is there a newer version that I should have purchased at some point? I've been using your CMS for a LONG time and I typically love it. Not so much this week but I know that's my fault. The serial number I'm using is for Design Extender. In my installation notes I have an older serial number so I know I upgraded at some point. I'm running older Dreamweaver too. Don't want to pay the monthly CC fees.
