Migrating site use the stand alone Express Checkout

Ok. Nope, it won't let me change anything for the billing or it fails.

My observations so far...
The shipping address is passed to PayPal and fills in the Billing Address.
I can not make changes to the billing address or the payment redirects back to the same page with the original data filled in.
If I leave the billing filled in with the shipping form the site, it seems to work ok.

However, this won't work. Since many people have a different billing and shipping address, I need to allow them to change the billing as needed. But the shipping address can't change from what they entered on the site. I must be doing something wrong somewhere.

One thing I noticed on the pp_confirm.php page is that the $PPVals seem to be reversed for what I'm doing. The PayerInfo references form on the site, and the ShiptoInfo references a form not on the site.

Example:

$PPVals["Address_1"] = WA_PP_ECO_GetValue($WA_PP_ECO_GetResult, "PayerInfo->Street1");
$PPVals["Address_2"] = WA_PP_ECO_GetValue($WA_PP_ECO_GetResult, "PayerInfo->Street2");

$PPVals["Address_1_2"] = WA_PP_ECO_GetValue($WA_PP_ECO_GetResult, "ShipToAddress->Street1");
$PPVals["Address_2_2"] = WA_PP_ECO_GetValue($WA_PP_ECO_GetResult, "ShipToAddress->Street2");



Is this where PayPal changes the values of WA_getSavedFormValue('Checkout_Form','Address_1') ? Because the data bound to the insert for the address is currently

$ConditionalQuery->bindColumn("OrderShipAddress", "s", "".(WA_getSavedFormValue('Checkout_Form','Address_1'))  ."", "WA_DEFAULT");
$ConditionalQuery->bindColumn("OrderShipAddress2", "s", "".(WA_getSavedFormValue('Checkout_Form','Address_2')) ."", "WA_DEFAULT");



Should I try swapping everything?

One last thing I just read. PayPals docs, https://developer.paypal.com/docs/archive/adaptive-payments/api/set-payment-options/?mark=addressoverride#senderoptions-fields say that addressoverride should be "false". The value I have it set to is "1". Should I have that set to "0"?
