without seeing your data that was my gut feeling, I would change the way you are doing things given what you have said.

So your query will look something like:

SELECT photos_category.category_name, photos.photos_file, photos.photos_alt, photos.photos_file  FROM photos_category INNER JOIN photos ON (photos_category.category_name = photos.photos_category) ORDER BY photos_category.category_name

then do something like this with your loop

$previous = '';
$first = true; ?>
$wa_startindex = 0;
while(!$Recordset1->atEnd()) {
$wa_startindex = $Recordset1->Index;
if ($rsRecordset1->getColumnVal("category_name") != $previous) { // if current value not the same as $previous

<span class="category"><?php echo($Recordset1->getColumnVal("category_name")); ?></span>
<br />
<br />

$previous = $rsRecordset1->getColumnVal("category_name"); // store the current value for comparison next time
