You can't add a security exception in Dreamweaver, so you need to be able to access the site from http:// or get a working SSL certificate installed in order to have dreamweaver connect to your server. I see in your screenshot you are still using https://.... I don't think you can ever get that to work.

Does your testing server url in your Dreamweaver site settings still have "https://". If it has a chance of working, it would need to, so that it isn't redirecting at least, but really I think you are going to need to be able to access it with http:// without the redirect before you are going to get it working.
