Error in eCart when I press Same As or either shipping dropdown selection - fixes if I refresh page

Ray, having an extended issue with the validation on checkout.php still relating the above description. A validateLE on ShipChargeCountry to Country is intended to deliver a "Shipping rate doesn't match shipping country." The page is fine if Country does match the ShipChargeCountry of the shipping_option .. but if they are different (e.g. Country select is Canada and Shipping Rates select is to the U.S.) the confirm_cart.php insert goes into the mode mentioned above. If I simply match them in the checkout.php, the error goes away and confirm_cart.php returns as normal.

I am at a bit of a loss as to how I have missed properly applying the validation and would appreciate you taking one last look if you have time.

UPDATE: Ray, hope you had a good weekend. I managed to remedy a good portion of my issue as noted - the only issue I have now is not being able to apply the validation for ShipChargeCountry to Country - this was a premier support we worked on for my current site. It works perfectly for the eCart5 flow of checkout.php to confirm.php, but I can't seem to place the snippet properly on eCart6's confirm_cart.php for it to trigger ... with any shipping option selected in checkout.php "continue" triggers to Paypal processing.
