Changing host servers - can't get PowerCMS to install

Now it wants me to login when I should be doing the installation setup. And of course I can't login because the old users don't exist anymore. I deleted the tables from the database because I thought maybe I put them in there too soon and it's picking up info there but that didn't help.

website/CMS/install_cms/index.php takes me to the login page install of the install/setup page.

I'm totally baffled why I'm having so much trouble. This has always worked so well in the past.
