Moved to New Server and Dynamics Droplists stopped working

I actively debugged this issue and found 2 problems.

1) It appears your database enctype is not set to utf-8 and json encode won't work with the encoding you were using which caused the blank variable declarations. I found a description of the problem here:

I solved the problem by updating the connection file and adding:

2) That got the variable declarations working with values, but the page didn't work. I looked into this and noticed that the file /js/redeye.js was referenced on the page but not uploaded to the live server. So I copied the file from the working page and uploaded it to the new location and that appears to have gotten the page fully working.
