Update Cart not updating? Is it possible to simply have a "Delete" option next to each cart item?

Why does template.php have this at the top of the page

<?php if (isset($_GET['ppcancel'])) {
echo('<!DOC'.'TYPE html>
top.location = self.location.href.replace("ppcancel","ppreturn");

Apart from that, my view-cart.php page and template.php pages are identical yet the "Remove" link doesn't work. I've added the above code to the view-cart.php page but it doesn't resolve the issue.

So I notice that the cart content on template.php is enclosed in this form tag:

<form action="<?php echo ($_SERVER["PHP_SELF"].(isset($_SERVER["QUERY_STRING"])?"?".htmlentities($_SERVER["QUERY_STRING"]):""));?>" method="post" >
Cart content

So I've added that and still it doesn't work.

When I look at the example you've done, I don't see either bits of code. Can you please shed some light on what's going on?
Thank you.
