Problem with extensions on Dreamweaver CC2017

The command line appears to be the most reliable installation technique at this point. DMXZone has a copy of the Server Behaviors and Database extension available directly from their site that some people have reported better success installing. You can also download the one from the adobe store to install with the command line.

If you just can't seem to get it working, post your US phone number or Skype contact information in the private area and I'll call and do screen sharing with you to help you get it working.
