Editing semi_transparent1.png

I am working with PS4.5. I want to edit the home page. In the admin, I went to Design where I can change a few things, but not everything. I want to edit the follwoing:

1. the image semi_transparent1.png behind the "site message"
2. the color of the background on the menu line, not just the main level
3. the background color just below the menu line (Fresh template color #bddfe6)

I can drill down to all the code to change all this, but I want to make sure there was not a form or tool that is the preferred way to make these changes.
