I recommend using the latest versions if at all possible. Most of the time they make things easier and they know people coming from older versions don't want to get confused. Just concentrate on concepts rather than keystrokes.
You don't want to learn about old stuff only to find a command no longer available in the new version.
I use XAMPP instead of WAMP. It's a little more robust and includes some nice tools to manage everything. The link a gave you about setting up a testing server tells you all about it. If you do install it, make sure you uninstall wamp first.
