mysql extention

I am looking to purchase this plugin and have a question. My client wants a registration login (simple enough) however, they (the admin) doesnt want the user to actually be registered until they get an email and add the info in themselves to register that user. They then want to be able to send the confirmation request once they are approved. So essentially I need a confirmation email to go to the admin instead of the user so they can manually enter the registration and then email a confirmation. This would also require me to create a back-end admin page. Can you direct me to a tutorial and give me any insight on how to do this? Thanks!
