As the APIs evolve, UPS updates the API servers. The URL you are currently using is one of these ‘sun-setted’ servers. While this does not affect the rates returned, this server farm does not receive the maintenance of the current production servers. I recommend that you change to https://onlinetools.ups.com/ups.app/xml/Rate as show in the current developer guide.

It seems that this is "sun-setted" and so will need updating in future releases of eCart. I've not changed ours yet but will give it a try tomorrow.
Will also try adding the flat rate to the UPS shipping charge, as recommended, thank you.
PS. Should I change the URL?
