eCart6 CSS and js files outside public_html folder

The Display Manager for eCart6 puts the CSS and js folders in the WA_eCart folder that is on the same level as the public_html folder (outside the publicly available folder). However, my view cart page will not access them even though they are on the server as I have checked with an outside ftp program. Am I doing something wrong?
