error installing dynamic charts

I am attempting to install dynamic web charts extension in CS4 on my development machine. I installed it successfully on my home machine, but have decativated that version so I could use it on the development machine. Unfortunately, I receive the error messagebelow. The development machine is not on the internet so I installed by downloading the extension file to my USB drive.

'While executing load in DWC_serial.htm, the following javascript error occured:
At line 210 of file "C:\Program Files\Adobe\Adobe Breamweaver CS4\Configuration\Shared\WebAssist\DynamicWebCharts\Library\Shared_Ser.js": document.formLayer.document has no properties

There is no visible folder of this name in this directory
