add comments field my checkout page

The problem is, it doesn't show up when i add things to the cart and go to the checkout page. I have it up there now and it is not showing. The only thing I can think causes it not to show is that the contents of that page is the simply cart itself with the "proceed to checkout" copy and the submit button. All that info in the form is address info, which is not collected here, but rather when you get to the gateway page.

I don't suppose there's any way to put the comments field on the cart page, but separate from the add to cart button (say under the "Total" bar)? Or even on the order page, but not in the cart button columns?
