Drop-down List to Checkout Page

Hi,

How can I add a Drop-down list of provinces when Canada is selected as shipping country or enter a place a placeholder tag "Type your province or state" into the text field if not USA as a shipping country.

Going back to this post: http://www.webassist.com/forums/posts.php?id=36412 reply #7 (question 2) - If people make mistake and don't fill the form properly the first time and go trough the process it come back after verification and the State or Province field go to "states" by default. Is there a way to stop that, it stays a text field and it doesn't go back to a drop-down list?
