Several cart issues

After calculating the weight on the UPS website for 8 oz to Silver Spring, MD in 'my packaging' (other options weren't available for ground shipments) the cost was $9.67, but the price in the cart is $15.34.

I just tried a purchase with a smaller weight, and the shipping cost went down. UPS said their ground rates go by 1 lb increments. Shipping ground anything under 1 lb using 'my packaging' is the same price. How does the cart figure weight and how can I tell if it's accurate?

I checked the css and it looks like all widths are set to 800 px but the confirm div still sticks out farther than the others.

How can I edit the theme colors within the Checkout Wizard if I can't edit the Checkout Wizard?

When completing the checkout using a credit card it says my 'Transaction Cannot Be Completed' nor does it say why.
