Delete files not deleting files on delete record action

Makes sense - order of operations, but I had it that way and it did not work.
Found the problem.

("../apps/".$row_deleterecord['lname']  ."", "".$row_deleterecord['cert']  ."")

Needed to be this:

("../apps/".$row_deleterecord['lname']  ."", "/".$row_deleterecord['cert']  ."")

Note the slash - "/" instead of "" in the filename reference. I picked the folder and filenames in the GUI and it generated that first line to reference the file, but it will not parse properly without a /.

If the GUI had put that slash in it would have worked on my first pass.

Thank you for your help, but please have a look at the behaviour. I think it needs to be revised.
