You never indicated that you wanted it to work that way.

To have the search work that way, you will need a bit more complex where statement.

WHERE (pcms2_users.UserFirstName = paramFName1 OR paramFNAME2 = -1) AND (pcms2_users.UserLastName = paramLName1 OR paramLName2 = -1)
