The Validation tooltips on one form will not stop showing. How do I fix this-They use to work...

I created a form a while ago and with in the form I used Validation tooltips for the error messages and customized it. I am now working on a new form and I looked at the previous one and I noticed that the tooltips where there when I loaded the form and they will not close. I have tried changing to tooltips, re-naming them and reloading everything.

How do I get the tooltips to go back to working correctly?
