for the issue, you are forcing SSL for some pages and forcing other pages to not use SSL some how, I don't see an htaccess file, so i don't think it is mode rewrite, but what ever method you are using to force one or the other, you should exempt the webassist/framework/ajax_wrapper.php file.

that files is used to load the confirm cart file using ajax, since it is forcing the file to use non SSL, on trying access the SSL served confirm_cart page it is failing because secure content cannot be served through an unsecured page.

additionally, your confirm_cart.php page does not look correct, it is missing the cart display. I would delete the checkout pages and recreate them.
