Adding cheaper shipping for smaller items

Hi Jason,
Thanks again for all of your help and for a year and a half everything has been working awesomely... My shipping rules are the same as what is contained in this conversation including the pick up option.

Now, however I would like to have cheaper shipping for the smaller items on my site (nappy liners)...

Currently on my site a Nappy has a real value of 1 and my shipping rules work accordingly.
The nappy liners are a lot smaller.
I would like to add a rule where if one or two liners are purchased then the shipping will cost a flat rate of $3. If anymore are added then it will go back to a shipping rate of $7.20.

I hope this is clear enough and not too confusing...
