Problem with forms after menu update

I have a page that sends an email with attachment to HOA residents and then uploads/inserts the attachment into a database. There's another page that is similar except that no file is inserted into a database. They've both worked fine for a couple of years but I recently made a menu change (added one line: <li><a href="../../Webcam.php">Webcam</a></li>) to menu.php and now they both don't work properly. For the one that emails everyone and inserts a file into a database, the form errors out saying it can't connect to the site while actually sending two copies of the email and uploading two files into the database. I suspect it is caught in a loop and would do it even more but the server stops it. The form that doesn't insert a file into the database but just sends out an email gives me an error that says Error code: ERR_CONNECTION_RESET but the email is sent.

When I made the menu change I uploaded the 'CSSMenuWriter' folder and the 'webassist' folder. The menu change is the only change I've made and I can't find any reason for this problem to occur.
