Double Opt-in Registration modifications

Question about a modification possibility on the Double Opt-in Registration

I'm having some success with this, with your instructions so far - SLOW - because I keep getting dragged off onto projects that are actually paying me ( thankfully).

I had a thought in the middle of the night - and I wanted to run this past you:

What if we created 3 levels of User Groups.... 1 for ADMIN, 1 for Verified and One for Users....
ADMIN of course would have access to EVERYTHING>..... If we left the registration process for double opt-in as-is and had that upgrade a person to "Verified".. Verified would only have access to the index page, and to the page to updating their profile, and to a page that allowed them to Agree to Terms and Conditions.... and I could add the checkbox to THAT page... and redirect them to that if they belonged to the VERIFIED group after login. And use a checkbox on that page to upgrade them to the USERS level that would give them full access to other content on the site only after they have Agreed to Terms and Conditions.

Do you think this is a viable and/or sane way to about this?
