Website Translation Using Google (or Microsoft) Translation API

My client has a large, 10,000+ page, US based static website built on CSS Sculptor. They now require an international presence and have purchased all of the local domains... .fr, .es, etc. What is the best way to put a translation solution in place? They've some flexibility. It would not be an issue to convert the foreign sites from static into a Webassist dynamic site but is this the best way to go? Ideally, they are looking for a low maintenance solution that uses the Google (or Microsoft) translation API's, i.e., machine translation ((low cost). I realize this is not the best way to proceed from a search prospective... and human translation would be better, but that's what they want.

Thoughts, criticisms, and, most importantly, low cost solutions, are gratefully welcome.
