Restrict access to Directory

Hi there,
I was wondering where the Information is on Restricting Access to a Directory. I am on a 2003 IIS 7 Server and would like to restrict download files (PDF). What I need to do is create a login and logout page so that users can login and download 1 or all of the "PDF" files.

Currently I have on web page that list all of the "PDF" files in a table view, do I just need to restrict that page and set a flag on the Server to only allow script access? Or, do I need to use some function in Security Assist to restrict the Directory?
