Form submitting without validation

similar problem -validations not working (server or client)

I am having a similar problem and have tried multiple things to resolve. I have several client side validations that are just not working. The form submits to another page - and I have read that this is not correct, however there are two other forms on the same site that do the same thing and they seem to be working fine. I have changed it to post to itself - it still didn't work. I have switched back & forth between referencing the fields to be validated with an index (forms[0]) and as form1 - neither worked. I also tried changing to server side validations - but that didn't work either so I went back to client validations. I know client is not a perfect solution, but would still like to get this working. I am attaching the page that does not work and one of the pages that is working (contact.asp), using the same basic logic. I feel like I am missing something obvious. Using Validation Toolkit 2. Thanks!
