odd characters in email

odd characters in email

I keep getting these odd characters (usually an !) or spaces inserted in emails sent out by association residents. I can't figure out a pattern, but here's a couple examples:

1) "The electric downtime will ! also effect the water pressure to the units"
2) "outside temperatures are forecasted ! to be a bit higher then they are currently, therefore minimizi! ng the"
3) " Bill\'s wife, June, "

The email template includes the following doctype and content-type:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "">
<html xmlns="">
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1" />

It doesn't always happen, which makes it especially difficult to figure out. Any ideas on why this is happening? Thanks.
