Server Validation Not Working - Email Lookup - Check if email exists

I have an unsubscribe (email newsletter) page that allows subscribers to unsubscribe.

When a visitor enters their email address, it is supposed to lookup the account by his/her email and then send them a verification link that will remove it when clicked.

If the email address entered does not exist in the database, it is supposed to show the validation message "sorry, your email does not exist in our database".

Problem: The email lookup is not validating properly. If I enter any email (even one that is not in the database) it will pass validation and email the unsubscribe link to that email.

All other validations are working on that page (ex: must be email address format). Just the email lookup validation is NOT working.

My email lookup validation is setup as follows:
Trigger: Any Form Post
Validation Type: Number
Server Variable: $totalRows_rsEmailLookup
Format: English 1,000.00
Min: 0
Max: 1
Allow Dec: 0
Allow Blank: No
