Shipping rule for several countries?

I am trying to figure out a way of having the shipping rules in cafecommerce apply to several countries. See, I deliver to the whole world, and that effectively sorts the shipping costs for me into three neat categories:

1. Sweden
2. European Union
3. Rest of the world

Now, it would be great if I could create a rule for Sweden (done) and one for EU that would include a bunch of countries. I would in this case want to make a multiple selection form the list of countries, not simply choosing "International" since I want that for my third category. I can't see any way of doing this though. Do I REALLY have to make one individual rule for each specific country within the EU? Considering that there are seven or so weight categories for the EU shipping, it would take me forever to make that many rules with that many weight/cost specs - it seems insane! Please help me understand this, someone, anyone...
