PowerCMS will not launch install wizard


I'm running Dreamweaver CS6, and can't get PowerCMS install wizard to launch. Also I just purchased Design Extender, so please bear with my lack of experience.

Here's what I did:

- I installed xampp per the tutorial and confirmed it was working
- Defined my dynamic site in dreamweaver through the tutorial, with both local and remote servers tested and connecting properly (hosting with Godaddy)
- Created my MySql database at Godaddy
- Created the connection from Dreamweaver to the Database, confirmed it was connected properly by getting and sending a few test HTML files.

Now, I have my real HTML file, I have a div selected, and when i click "Add Content to PowerCMS" to launch the install wizard....nothing happens.

As some of the previous posts suggested, I've added " /admin_cms/index.php " to both local and remote versions of my site url, and I get 404 errors.

What am I doing wrong??
