eCart Paypal Payments Pro not grabbing shipping information

i must be missing something.

The shipping looks to be calculating correctly to me based on the settings in your cart object.

i only see one shipping rule, that is set to charge 9.00 if the Country is AU and the State province is not ACT or QBN.

If i select NSW/Queanbeyan or Australian Capital Territory as the State, no shipping is applied,

if i select any other state, 9.00 is applied.

that is the way the rule is configured to work.

as for the discount, you can add a 10% discount on the discount tab.

Set the trigger to Number of unique items > 0

and the calculation to:
Based on cart subtotal "Times" "0.10"
