Three separate shipping scenarios and cart display

I have an ecommerce web site which was done with an earlier version of eCart with coldfusion. Client wishes a major overhaul of the site and this includes switching to eCart with php. Presently shipping is only to the lower 48 and is based on weight,
orders less than 16 ounces
orders 16 ounces to 32 ounces
orders 32 ounces to 48 ounces
orders 48 ounces to 64 ounces
shipping is a custom rate set by the client. Now the client wants to introduce a fixed rate regardless of weight to Canada and another fixed rate regardless of weight for Europe and Asia. Is there an example of this scenerio and if so could someone direct me to the page.

Also the client wishes a display of the number of products in the cart at the top of certain pages which would upate as more items were added similar to what other online retailers have. Again is there an example of such.
