add a select list to the checkout page to choose the shipping:

php:
<select name="shipService" id="shipService">

    <option value="1" selected="selected">Ground Flat</option>
    <option value="2">2 to 3 day shipping</option>
    <option value="3">next day</option>
  </select>




on the confirm page, there is a collection of hidden form elements, add a new element that will capture the selection from the checkout page:

php:
<input name="shipService" type="hidden" id="shipService" value="<?php echo((isset($_POST["shipService"]))?$_POST["shipService"]:""?>" />



Then add a set session value behavior to set a session with the selected shipping service. On the server behaviors, click the plus button and select eCart -> General -> Set Session Value.

set the name to shipService.
For the trigger and value, click the lightning bolt icon and select the shipService form element


now create a shipping charge for each shipping service.

use the trigger Based on session variable value

For the Ground Flat rule, session variable "shipService" is "=" to a value of "1"
For the 2 to 3 day rule, session variable "shipService" is "=" to a value of "2"
For the next day rule, session variable "shipService" is "=" to a value of "3"
