Universal Email - Newsletters?

Can you send HTML emails using Universal Email? I know from experience that I've created CSS web pages using Web Assist plug-ins and tried to send them via CDO and the CreateMHTMLBody parameter and most of them did not display properly when received in multiple mail clients (Outlook, Yahoo, GMail). I found a website that will convert these web pages for me so that I can mail them as newsletters, but I was wondering if Universal Email will allow me to send newsletter style web pages without having to use this intermediate step to get them to display properly. Thanks for any information in advance.
