there are a couple things that should to change on the way this page is created.

1) for the options recordset, use a joined query to return the name of th option group:

SELECT options.*, optiongroups.optionGroupName
FROM options
INNER JOIN optiongroups
ON options.OptionGroupID = optiongroups. optionGroupID
ORDER BY options.OptionGroupID ASC

2) you have the checkboxes in a repeating table, using the repeating table wont work to get the design you are after.

you will need to use CSS to get the repeating table look

create a div that is 300px wide and use overflow hidden

inside the div, add a span that is 100px wide and uses float:left. put the checkboxes in the span, and add a repeat region around the span, for example:

<div style="width: 300px; overflow: hidden;">
<?php do { ?>
<span style="widht:100px; float: left;">
<chock boxes here>
<?php } while ($row_rsOptions = mysql_fetch_assoc($rsOptions)); ?>

using the repeat region, we can add code to show the option group label:

<div style="width: 300px; overflow: hidden;">
<?php $label = ""; ?>
<?php do { ?>
<?php if($label != $row_rsOptions['optionGroupName']) { ?>
<label for="checkboxname" class="sublabel" ><?php echo $row_rsOptions['optionGroupName']; ?></label>
<?php } ?>
<span style="widht:100px; float: left;">
<chock boxes here>
<?php $label = $row_rsOptions['optionGroupName']; ?>
<?php } while ($row_rsOptions = mysql_fetch_assoc($rsOptions)); ?>
