I have been trying to get answers from 1and1 but not getting anywhere in solving this problem.
They suggested I try different relays which I did , results below.
They also suggested:
First, check where PEAR installs .php files:
$ pear config-get php_dir

I asked:
How is this carried out?

They Answered.
This codes are the command in SSH for you to check your pear path. We would like to inform you that this is already beyond our scope of support and we are not trained for this. You may refer this to ggogle how to check your pear path.

As I have had this problem with three relays on 1and1 and also gmail it seems something is going wrong with my files.

Have you any suggestions of which direction I should go now?

Is there a relay service which does not require authentication?
Does that present its own problems?
The results of the relay tests I carried out as suggested by 1and1:
