there is no one answer to your question, it is dependent on what specifically you are trying to accomplish.

A full shopping cart can be created with just eCart if it is a Static Store or if the Dynamic store does not require managing the product catalog.

In creating any website, the first step is to plan the user experience out on paper, that will give you a better idea of what development steps you will need to take and what tools you will need to us.

with DataAssist and security assist, you can create a back end administration section to your site to allow you to manage the stores catalog, with eCart you can create the shopping experience.
