Setting Up Scrolling in Webpage's Body

Hi all,

I am having a one column website designed with a fixed side, header, and footer border. I would like to have a scroll bar set up in the main content/body area of the website so that any excess information doesn't flow down the page, past the footer border.

Does anyone have any idea how to do this? Is there an easy code hack available for installing this feature?

I'm really surprised that this cart doesn't allow for pages to be designed with some way to insert scroll bars into content areas. Considering the amount the cart is worth, I would have thought that this would have been a basic and given feature to have or allow to be easily coded by a website designer.
